| dc.description | This paper’s aim is to understand the construction of the legal frameworks that have governed the political treatment of families and childhoods in Brazil right before the promulgation of the Estatuto da Criança e do Adolescente. This work investigates, in particular, the latest Código de Menores (Law 6.697/1979) – normative instrument broadly criticized by experts and activists. The proposal is to investigate the repertoires of action, the routes and the networks of the political enthusiasts of this Law. Reflecting on the making of Laws allows us to understand the changes incorporated by the State in the last two decades and who are the militants interested on saying both the Family Law and the child and adolescent Rights. | en-US |
| dc.description | O objetivo deste artigo é compreender como foram tecidos os direitos infanto-juvenis no Brasil antes da promulgação do Estatuto da Criança e do Adolescente. Neste panorama histórico, tomei como objeto o Código de Menores (Lei n. 6.697/1979) (BRASIL, 1979) – norma vigente durante toda a década de 1980, amplamente criticada por especialistas e militantes. Para execução da proposta, foram investigadas as redes, trajetórias, repertórios e itinerários dos congressistas que participaram da promulgação deste Código. A reflexão sobre como são produzias as leis – desnaturalizando o direito – nos permitiu entender algumas transformações incorporadas pelo Estado nas últimas décadas e quem são os agentes interessados em dizer o direito. | pt-BR |
