Ley N.º 9971, publicada en el Diario Oficial
La Gaceta el día 28 de mayo del 2021,
abre espacios para fortalecer el sistema de
innovación (SI) del país. En estudios de la
OCDE, del CINPE y de otros investigadores,
se venía apuntando una serie de deficiencias
del SI de Costa Rica. En particular, el
fraccionamiento en distintas entidades,
la debilidad del sistema financiero para
atender temas de emprendimientos y de
innovación y una serie de limitaciones
que llevaban a la conclusión de que,
a pesar de que distintos agentes en el
sistema hacen esfuerzos para impulsar la
innovación, persisten obstáculos que no
han permitido robustecer el SI. The creation of the Costa Rican Promoter of Innovation and Research, through the Law No. 9971, published in the Official Gazette The Gaceta on May 28, 2021, opens spaces to strengthen the system of innovation (IS) of the country. In studies of the OCDE, CINPE and other researchers, a number of shortcomings were pointed out of the YES of Costa Rica. In particular, the division into different entities, the weakness of the financial system deal with entrepreneurship and innovation and a series of limitations which led to the conclusion that despite the fact that different agents in the system make efforts to promote the innovation, obstacles persist that do not have made it possible to strengthen the YES.
