Título :	La reforma a la seguridad social: un debate indispensable

Descripción :	En este artículo se sostiene que, si bien se hace necesario transformar esquemas institucionales que funcionaron cuando la población era predominantemente joven —lo que implica incrementar la edad de la jubilación, las aportaciones de trabajadores y patrones a los fondos de retiro y aspirar a la protección universal por la vía fiscal—, el envejecimiento de la población no puede servir de pretexto para privatizar la seguridad social. A la luz de la experiencia reciente deben revisarse las reformas al sistema de pensiones, porque todo parece indicar que, como ha sucedido con otras acciones privatizadoras, los beneficiarios de éstas serán unos cuantos grupos financieros, y en el futuro el Estado tendrá que hacer frente a las demandas de una población envejecida que no podrá acceder a una pensión suficiente para sobrevivir dignamente. Abstract: This article holds that even if it is true that we need to reform institutional schemes that worked when the population was mainly young —which implies increasing both the age of retirement and the contributions of workers and employers to retirement funds, and to aspire to universal protection through fiscal channels— the aging of the population cannot be used as an excuse to privatize Social Security. In the light of recent experiences, reforms to the pension system must be reviewed, since everything seems to indicate that, as has happened in other privatizing actions, the beneficiaries from this will be a few financial groups, and in the future the State will have to face the demands of an aging population that won’t be able to get a pension, big enough to survive with dignity.
