dc.description	Social resilience is a construction generated by institutional and communitarian systems that are activated when facing the emergence of adverse scenarios. This produces a record of organizational dynamics and structural qualities that can be measured and intervened for aid management in similar situations. However, any institutional system with zero social profiles will always be overwhelmed by the magnitude of the emergency. The social media approach allowed access to the complexity of one of these systems, by analyzing the aid exchanged during the Mexican earthquake emergencies in September 2017. One of the conclusions of the study is that resilience is a constructed ability for short time periods and what is required is immediate State intervention. Nevertheless, any institutional system without any social profile will always be overwhelmed by the magnitude of the emergency.	en-US
dc.description	La resiliencia social es una construcción generada por sistemas institucionales y comunitarios que se activan ante la emergencia de escenarios adversos. Esto genera un registro de dinámicas de organización y cualidades estructurales susceptibles de ser medidas e intervenidas para la gestión de ayuda en situaciones similares. El Enfoque de Redes Sociales permitió acceder a la complejidad de uno de estos sistemas, al analizar la ayuda intercambiada durante las emergencias del sismo ocurrido en México, en septiembre del 2017. Se concluyó que la resiliencia es una capacidad construida para el corto plazo, por lo que se requiere, de inmediato, la intervención del Estado. Sin embargo, cualquier sistema institucional con perfiles sociales nulos será siempre desbordado por la magnitud de la emergencia.	es-ES
