El artículo aborda las categorías de secreto, silencio y exclusión anudadas en torno al padecimiento psíquico y la violencia ejercida sobre niños, niñas y adolescentes en la Ciudad de Buenos Aires. Como organizador del análisis se considera la noción de concentrado semiótico, que se articula otras temáticas como el abordaje del maltrato infantil y la administración de la justicia de menores. Para el análisis se emplean dos fuentes principales: un expediente tutelar procedente de sede penal, y un expediente que recorrió la sede civil, primero como protección de persona, y luego como control de legalidad. Como hipótesis se plantea que secreto, silencio y exclusión son denominadores comunes e indisociables de las tramas de padecimiento, con impacto devastador en la subjetividad de los niños. Las conclusiones arrojan que el silencio, el secreto y la exclusión operan de forma paradójica en la sede de administración de justicia, y en las instancias administrativas de protección de derechos.
