dc.description	The study analyzed the participation of municipal councils in drafting the Municipal Education Plan (PME) in the role of intermediaries between society’s aspirations in education and the state. The objectives were to identify the composition of the boards of a municipality of São Paulo, check his way of acting and analyze popular participation through the Councils in the development and implementation of EMPs. As instruments for data collection, in addition to document analysis, this research made use of semi-structured interviews with presidents of municipal councils, we used qualitative methods of discourse analysis. The results showed that despite the legal requirement for participation of the Councils in the execution of SMEs, it is not enough to actually occur the participation of society in the implementation of this policy. dc.description	O estudo analisou a participação dos Conselhos Municipais na elaboração do Plano Municipal de Educação (PME), na função de intermediários entre os anseios da sociedade na área educacional e o Estado. Os objetivos foram identificar a composição dos conselhos de um Município do Estado de São Paulo, verificar sua forma de atuar e analisar a participação popular através dos Conselhos na elaboração e implementação do PME. Como instrumentos para a coleta de dados, além da análise documental, essa pesquisa fez uso de entrevistas semi estruturadas realizadas com presidentes dos Conselhos Municipais e utilizou-se da metodologia qualitativa da análise do discurso. Os resultados mostraram que apesar da exigência legal de participação dos Conselhos na efetivação do Plano Nacional de Educação, isso não basta para que realmente ocorra à participação da sociedade na implementação dessa política.
