| dc.description | El presente estudio aborda la problemática del llamado“sistema personalizado” de votación introducido en Venezuela en la Constitución de 1999. La idea central es que no hay una correspondencia total entre la forma en que el Estatuto Electoral operacionalizó este sistema“personalizado” y lo pautado en la Constitución. Esta falta de correspondencia es corregible por medios y aprobados en otras legislaciones nacionales e internacionales.Se estudia también la poca comprensión que hay en las partes interesadas respecto a conceptos básicos de los sistemas electorales, cuya comprensión pudo haber subsanado fácilmente las deficiencias. Por último, se describen sistemas alternos al del Estatuto Electoral y que son compatibles con la Constitución de 1999, con especial referencia al sistema de voto único transferible.AbstractThis study engrosses the issues concerning the so-called“personalized voting system,” which was established bythe Constitution of Venezuela in 1999. The central ideafocuses on the absence of complete correspondence between the form in which the Electoral Statute sets forth diverse operations in this “personalized system”and the provisions established in the Constitution. This gap in correspondence may be bridged using devices proven in both domestic and international legislation.Also analyzed is the lack of understanding on behalf ofthe interested parties regarding the basic concepts inherent to voting systems. Improving this flawed understanding may easily solve current deficiencies. Finally,alternate systems, in line with the provisions of the Constitution of 1999, are explained, and special emphas is isplaced on the sole and transferable voting system. | es-ES |
