dc.description	Este artículo constituye una aproximación al estudio de las ideas que han nutrido la política exterior venezolana durante el Gobierno de Hugo Chávez, tomando como caso de estudio el proceso de redacción, discusión y aprobación de la Carta Democrática Interamericana en septiembre de 2001. Este instrumento jurídico, a nuestro juicio, constituye un avance importante para el fortalecimiento de la democracia en el hemisferio, al ampliar el concepto de democracia y establecer nuevos mecanismos diplomáticos para prevenirla quiebra de las democracias en la región. En tal sentido, estimamos conveniente estudiar este proceso a partir del análisis y seguimiento de la idea de soberanía para nuestra política exterior, encontrándose dentro de su concepción un marcado acento westfaliano, que contrasta con las ideas actuales de interdependencia. De igual manera, el trabajo analiza la primera aplicación de la Carta Democrática Interamericana ocurrida en Venezuela durante la crisis de los días 11, 12, 13 y14 de abril de 2002, avizorando conclusiones que apuntan hacia un eventual aislamiento de Venezuela dentro del sistema interamericano por las posiciones tomadas en el contexto de la búsqueda del fortalecimiento de la democracia, y por la grave crisis política aún no resuelta.AbstractThis article represents an approach to the study of the ideas behind the foreign policy of Venezuela through out the government of Hugo Chávez, taking the process of drafting, discussing and enacting of the Inter-American Democratic Charter in September 2001 as basis. This legal instrument, in our opinion, represents significant progress in strengthening democracy in this hemisphere by expanding the concept of democracy and establishing new means to prevent the downfall of democracy within the region. In this connection, we deem convenient to study this process through analysis and monitoring of the perception of sovereignty present in our foreign policies, which contain a Westphalian tendency contrasting with current ideas on interdependence. Likewise, this work analyzes the first application ofthe Inter-American Democratic Charter in Venezuela during the crisis on 11, 12, 13 and 14 April 2002, giving rise to conclusions that signal isolation of Venezuela from the Inter-American system as a result of the positions take in the context of reinforcing democracy and as a result of the severe political crisis which remains unsolved.	es-ES
