| dc.description | ResumenEl presente artículo analiza la actuación del delegado venezolano, Nicanor Bolet Peraza, en la I Conferencia Internacional Americana, 1889-1890, especialmente durante la discusión de uno de los temas más polémicos de la agenda panamericana, el arbitraje, instrumento destinado a resolver pacíficamente las disputas que involucraran a las naciones americanas. El diplomático venezolano debía cumplir dos misiones en Washington: lograr el respaldo norteamericano, a propósito de la disputa limítrofe de Venezuela con Gran Bretaña por el territorio de Guayana, y conseguir un “voto de simpatía” de las delegaciones latinoamericanas, congregadas en la capital norteamericana en el mismo caso.La experiencia y habilidad diplomática de Bolet Peraza permitieron a Venezuela protagonizar uno de los episodios más significativos del cónclave americano en un tema de especial interés para todas las delegaciones americanas. El seguimiento del desempeño del delegado venezolano en la Conferencia permite poner en revisión la victimización de América Latina frente a Estados Unidos a finales del siglo xix y, también, prestar atención a los distintos recursos y estrategias que los países latinoamericanos emplearon para disminuir el pretendido protagonismo norteamericano en la Conferencia.The Confrontation of National Interests and the Discussion of the Arbitration at the First International American ConferenceAbstractIn this article, I analyze the performance of the Venezuelan delegate Nicanor Bolet Peraza at the First International American Conference, 1889- 1890, specifically during the discussion of one of the most polemic points in the Pan-American agenda: arbitration, a means intended to peacefully solve the disputes between American nations. The Venezuelan diplomat had to accomplish two missions in Washington regarding the border dispute between Venezuela and Great Britain over British Guiana: to get the support from North America, and to win a “vote of sympathy” from the Latin-American delegations.Bolet Peraza’s experience and diplomatic skills helped Venezuela to have a protagonist role in one of the most significant episodes of this American meeting in a matter of special interest to all the American delegations. By following the sequence of details in the Venezuelan delegate’s performance at the Conference, I review the victimization of Latin America before the United States at the end of the 19th century, and also, take notice of the different means and strategies applied by the Latin-American countries so as to overshadow the intended North American leading role at the Conference. | es-ES |
