Water poverty in 78 municipalities in Northwest Mexico: a reflection from the Water Poverty Index and Multidimensional Poverty, 2015

dc.description	The objective of this work is to estimate the degree of water poverty in the 78 municipalities of the Hydrological-Administrative Region 2 Northwest of Mexico, year 2015, and to identify the links between the Indices of Water Poverty and Multidimensional Poverty (IPh, IPm). Methodology: implementation of the IPh of Lawrence, Meigh and Sullivan(2003). Results: the IPh presented values between 0.36 and 0.71; 39 municipalities presented very low and low IPh and represent 25% of the total population, of which 16% is rural and 6% is in extreme poverty. The indices share the variables income, health, education, water and sanitation and 44.5% of the variation of the IPh is explained by the IPm. Conclusions: as the IPm improves in the variables in common with the IPh, the latter benefits in the same proportion. Therefore, these are the IPh components upon which public policies need to focus, to improve water poverty.	en-US
dc.description	El objetivo de este trabajo es estimar el grado de pobreza hídrica en los 78 municipios de la Región Hidrológico-Administrativa 2, Noroeste de México, año 2015, e identificar los vínculos entre los Índices de Pobreza hídrica (IPh) y Pobreza multidimensional (IPm). Metodología: se implementa el IPh de Lawrence, Meigh y Sullivan (2003). Resultados: el IPh presentó valores entre 0.36 y 0.71; 39 municipios presentaron un IPh muy bajo y bajo, lo que equivale al 25% de la población total, del cual 16% es rural y 6% está en pobreza extrema. Los índices comparten las variables ingreso, salud, escolaridad, agua y saneamiento y 44.5% de la variación del IPh se explica por el IPm. Conclusiones: a medida que mejora el IPm en las variables comunes al IPh, en esa misma proporción se beneficia éste. Por lo tanto, estos son los componentes del IPh sobre los cuales se necesitan focalizar las políticas públicas para mejorar la pobreza hídrica.	es-ES
