dc.description	The purpose of the research was to analyze the demand for education and health services in Soacha Cundinamarca during 2000-2010 period, using a linear regression model called Ordinary Least Squares (MCO spanish acronym) and its relationship with the Participation General System(SGP, spanish acronym ). Different perspectives on the public and government role, the transfers system in Colombia and rules in this regard are theoretically developed; an overview and general context of Soacha, its people and developments in health and education is presented. Results are shown after applying the MCO and evidence that both education and health there is a direct and significant connection with transfers from the central level and the SGP, so this income takes great importance to the town and thus comply with the demand for public health services and education.	en
dc.description	El propósito de la investigación fue analizar la demanda de los servicios de educación y salud en Soacha (Cundinamarca) durante el período 2000-2010 mediante un modelo de regresión lineal denominado Mínimos Cuadrados Ordinarios (MCO) y su relación con el Sistema General de Participación (SGP). Se desarrollan teóricamente diferentes perspectivas en cuanto a lo público y el papel del Estado, el sistema de transferencias en Colombia y las normas vigentes en este aspecto; se presenta un panorama y contexto general de Soacha, su población y sus desarrollos en salud y educación. Se muestran los resultados después de aplicar el MCO y la evidencia de que tanto en educación como en salud existe una relación directa y significativa entre las transferencias del nivel central y el SGP, por lo que este ingreso toma gran importancia para el municipio y así dar cumplimiento a la demanda de los servicios públicos de salud y educación	es
