The article aimed to analyze the history of educational planning in Brazil, from the public policy materialized in the National Education Plan as a way of organizing education in the country. We sought to understand whether, in the process of preparing the plans, the concept of planning was linked to the concept of participation as an essential element for planning to address the needs of the population in social vulnerability. The article concluded that, despite all the education plans that were designed to organize Brazilian education and that most of them did not have direct participation of society, much has been advanced towards organizing education, but the sovereign presence of the interests of the legislator causes great distance between the elaboration and the execution of the educational policy.

O artigo objetivou analisar a história do planejamento educacional no Brasil, a partir da política pública materializada no Plano Nacional de Educação como forma de organização da educação no país. Buscamos perceber se na trajetória de elaboração dos planos, o conceito de planejamento estava atrelado ao conceito de participação como elemento essencial para que o planejamento contemple as necessidades da população em vulnerabilidade social. O artigo concluiu que, apesar de todos os planos de educação que foram elaborados para organizar a educação brasileira e que em sua maioria não teve participação direta da sociedade, muito foi avançado em direção a organizar a educação, mas a presença soberana dos interesses do legislador causa grande distância entre a elaboração e a execução da política educacional.
