| dc.description | ResumenEl presente trabajo es una representación histórica sobre la estructura, el funcionamiento y las transformacionesdel Cuerpo Militar de la segunda mitad del siglo XIX, especialmente durante el período comprendido entre losaños 1857 y 1885, en Colombia, mediante el seguimiento de sus aspectos administrativos a través del seguimientoa su forma constitucional o legal. Se resalta en particular su existencia legal a través del período mencionado,dado que su existencia ha sido puesta en duda por las condiciones y características que tuvo el cuerpo militardecimonónico, puesto que de bastión de orgullo y defensa se convirtió en un ente de discutida institucionalidad,al carecer de uniformidad en sus decisiones y avance. Igualmente se presentó como un cuerpo carente de profesionalizacióny su condición descentralizada le dificultó el desarrollo de unas políticas sólidas y congruentes. Coneste trabajo se pudieron comprender los resultados que dejó la experiencia federal en las instituciones nacionales,especialmente en la militar, demostrándose, una vez más, que la irregularidad del presupuesto y la subordinacióndel poder militar al civil, generaron las mayores contradicciones del cuerpo armado. Sin embargo, tal experimentosirvió para demostrar cuán necesaria fue la presencia de Fuerza Pública, pues a pesar de los inconvenientes quepresentó el período, con sus doctrinas liberales, llevadas al extremo, la institución logró mantenerse, medianamente,hasta el tiempo en que llegó su Reforma Militar. AbstractThe present work is an historical representation on the structure, the running and the transformations of the MilitaryForce of the second half of the 19th century, especially during the period between 1857 and 1885, in Colombia, anda study of its administrative aspects through the follow-up of the constitutional or legal form. Its legal existencethroughout that period is emphasized in particular, since its existence has been questioned due to the conditionsand characteristics the Military Force had during the 19th century, as it went from being a bastion of pride anddefense to being a body of discussed institutional framework, due to the lack of uniformity in its decisions andadvances. It also appeared as a body without professionalism and its decentralized condition made it difficultfor it to develop solid and congruent policies. This work helps understand the effects that the federal experiencehad in the national institutions, especially the military, showing, once again, that the irregularity of the budgetand the subordination of the military to the civilian power, generated the greatest contradictions for the militaryforce. Nevertheless, such experiment was useful to demonstrate how necessary the presence of Public Forcewas because in spite of the disadvantages of the time, with liberal doctrines taken to the extreme, the institutionmanaged to stay, moderately, until its Military Reform took place. | es-ES |
