The concepts of education for citizenship and citizen education have been used interchangeably, as well as other related terms, such as civic instruction. All of them are based on the need and the possibility of educating citizens in different institutional settings, with the clear goal of achieving model citizens who use the principles of the Political Constitution of Colombia in their relations with the state and with other citizens in different environments for interaction.
In fact, this research project started by analyzing the difference between the two processes: education for citizenship and citizen education. To this end, the model citizen promoted at Escuela Antonio Roldán Betancourt (IEDUCAR) in Necocli, Antioquia, is described and compared against the values of the role models of eighth grade.
To describe the institutional values, models, principles and guidelines of the Ministry of Nation-al Education (Act 115), we studied citizenship skills as well as some institutional documents such as the Institutional Education Project (IEP), the cohabitation handbook, and the syllabus for the area of social sciences. To understand the characteristics of the students’ role models, semi-structured interviews were used. At the end of this project, we proposed a debate on the findings and on possible options for citizenship education.
La educación para la ciudadanía y la formación ciudadana han sido dos conceptos utilizados indistintamente, así como otros relacionados con estos, tales como instrucción cívica por ejemplo. Todos ellos se basan en la necesidad y la posibilidad de educar a los ciudadanos en diferentes ámbitos institucionales, con el claro objetivo de alcanzar un modelo de ciudadano que se mueva en sus relaciones con el Estado a través de los principios de la Constitución Política de Colombia y en sus relaciones con los demás ciudadanos en diferentes lugares de reunión.
De hecho, esta investigación se inició con el análisis de la diferencia entre los dos procesos: la educación para la ciudadanía y la formación de la ciudadanía. Con este fin, el modelo de ciudadano que se promueve desde la Escuela Antonio Roldán Betancourt (IEDUCAR) de Necoclí- Antioquia, se describió y comparó con los valores de los modelos ejemplares de octavo grado.
Para una descripción de los valores institucionales, los modelos, principios y directrices del Mi-nisterio de Educación Nacional (Ley 115), se estudiaron las competencias ciudadanas y algunos do-cumentos institucionales como el Proyecto Educativo Institucional (PEI), El manual de convivencia y Plan para el área de ciencias sociales. Para conocer las características de los modelos ejemplares de los estudiantes, se utilizaron las entrevistas semi-estructuradas. Al final de esta investigación, hemos propuesto un debate sobre los resultados y sobre las posibles opciones para la educación ciudadana.
