Resumen:
As a product of the process of transition towards democracy that more than 40 countries lived during the middle sixties –which started with the transitions of Portugal, Greece and Spain-, during what was named the third wave of democratization, democracy required changes in the State design that each of these countries used to have. This document questions some of the attainments for the insitutional design in Guatemala
