Descripción : The educational project in Latin American countries, especially those of Mexico and Bolivia, has been used as a nations integration and unification State instrument, since the beginning of the Colonization period. Even though, in the last twenty years, on both countries some Indian alternative project educational programs have been raised, they have important differences, which are shown, not only in their legislation but also in their policies and programs. The essence of these differences may be found in their own legislation, which states a "national, democratic, intercultural and bilingual education" for all Bolivian and an Indian population exclusive education in the Mexican care. This comparative study will be the objective of this article.
