| Descripción : | Mexico faces some technical issues that limit the efficiency of its recognition and protection of human rights. The problem can be seen as arising from the very conception of the Constitution, which, as the founding juridical document of the State, establishes itself as the principal normative framework in both defining what human rights are and specifying the mechanisms for their defense. Additionally, the erroneous identification of human rights with individual guarantees requires a revision permitting distinction between the substance of personal rights and the current mechanisms for their protection, regardless whether these be jurisdictional or whether they be entrusted to public human rights organizations. |
