Descripción :	This paper intends to analyze the process of the construction of the full-time education goal of the National Education Plan (PNE) approved in 2014, seeking to understand how the full-time education has been became part of the Brazilian education policy agenda in the last two decades. For this, shows the political, historical and legal course of the full-time education since the “LDB” to the approval of the goal “6” of the National Education Plan, in 2014, focusing on the analysis of the discussions of the National Education Conferences (2010/2014) and the discussions of the National Congress. Based on the principles of the content analysis, this paper considered documents prepared by the executive and legislative and documents prepared, discussed and/or legitimized by organized civil society. The study shows that the issue of the full-time education has been gaining ground on the political agenda and the creation of a specific goal in the National Education Plan indicates possibilities for the formulation and implementation of more effective policies in this area, depending on the institutional and political capacity to maintaining its in the formal agenda. O presente artigo tem como objetivo analisar o processo de construção da meta de educação em tempo integral do Plano Nacional de Educação (PNE) aprovado em 2014, buscando compreender como a educação em tempo integral foi se constituindo parte da agenda política da educação brasileira nas últimas duas décadas. Para isso, apresenta o percurso político, histórico e legal da educação em tempo integral desde a LDB até a aprovação da meta nº 6 do Plano Nacional de Educação, em 2014, com foco na análise das discussões nas Conferências Nacionais de Educação (2010/2014) e das discussões no Congresso Nacional. Com base nos princípios da análise de conteúdo, o presente artigo considerou documentos legais, propositivos, técnicos e político-analíticos elaborados pelos Poderes Executivo e Legislativo e documentos elaborados, discutidos e/ou legitimados pela sociedade civil organizada. O estudo mostra que a temática da educação em tempo integral vem ganhando espaço na agenda política e a criação de uma meta específica no Plano Nacional de Educação indica possibilidades de formulação e implementação de políticas mais efetivas para a área, a depender de capacidade institucional e política de manutenção do tema na agenda formal.
