Descripción :	Ao ser considerada uma unidade territorial a bacia hidrográfica passa a fazer parte da gestão hídrica, encontrando desafios que permeiam os alicerces dessa gestão, dentre eles a distribuição das competências atribuídas em relação à água e sua relação com a escala territorial. Observa-se tanto a dificuldade de integração da bacia com as demais unidades territoriais como a grande dificuldade de governança entre os entes federativos. O objetivo deste trabalho é a discussão sobre os desafios da escala territorial na gestão e governança pela perspectiva do referencial teórico, considerando a legislação vigente e sua interpretação frente ao tema. A importância de se desenvolver um estudo sobre a bacia hidrográfica como unidade territorial é verificada quando observadas as dificuldades de implementação das Políticas de Recursos Hídricos, especialmente na garantia dos usos múltiplos e da qualidade da água.  The watershed becomes part of water management when considered as a territorial unit, meeting the challenges that underlie the foundations of that management which includes the distribution of powers conferred to upon water and its relationship to the territorial scale. It is noticed that there is a difficulty both in the integration of the watershed with other territorial unities and also in the governance among federal entities. This article aims to discuss the challenges of the territorial scale in the management and in the governance of watersheds from a theoretical perspective, considering the existing legislation and its interpretation on the matter. The importance to develop a study on the watershed as a territorial unit lies on the observed difficulties of the implementation of the National Policy for Water Resources, especially in securing multiple uses and water quality.
