| Descripción : | El presente artículo tiene como propósito realizar un acercamiento teórico a la responsabilidad política gubernamental, haciendo un recorrido histórico y evolutivo de las herramientas de control y sanción que se han institucionalizado para exigir responsabilidades políticas al ejercicio de potestades delegadas de gobierno. El sistema parlamentario sirve de base para aproximarse a una reflexión final frente a las necesidades institucionales del sistema presidencial para controlar el poder desde la relación horizontal entre ejecutivo y legislativo. This article is intended to carry out a theoretical approach to governmental political responsibility, making a historical and evolutionary review of the control and punishment tools that have been institutionalized in order to demand political responsibilities for the exercise of delegated government authorities. The parliamentary system serves as a basis for bringing us closer to a final reflection to meet the institutional needs of the presidential system to control the power from the horizontal relationship between the executive and legislative branches. |
