Descripción :	El pasado 4 de julio se cumplieron 14 años de haber sido expedida la Carta Política que hoy rige los destinos de los colombianos. Dentro de las múltiples reformas que hace casi tres lustros introdujo la Asamblea Nacional Constituyente, merece especial atención el amplio catálogo de mecanismos de protección consagrados en la Constitución, entre los cuales destacamos la acción de tutela, la acción de cumplimiento, las acciones populares y de grupo. . Se ha afirmado que la educación es el aparato del Estado encargado de velar por la transmisión, propagación y mantenimiento de su ideología. La Academia Jurídica, como estructura que retransmite, salvaguarda la continuidad y de este modo garantiza la estabilidad del sistema jurídico de un país, debe ocuparse del seguimiento y estudio del desarrollo e impacto que han tenido estos mecanismos de protección de derechos individuales y colectivos, así como sus posibles modificaciones. Este, precisamente, es el enfoque que hemos querido darle a esta investigación, en donde buscamos: • Conocer la tendencia acerca de la eficacia relativa de las Acciones Populares como instrumento de protección del medio ambiente en el Departamento de Santander. 2 • Delimitar el concepto de la Acción Popular como instrumento de protección del medio ambiente. • Indagar por la aplicación que los jueces hacen de las Acciones Populares en la esfera del medio ambiente en el Departamento de Santander. • Indagar acerca del conocimiento que tienen los particulares en torno a las Acciones populares como mecanismo de protección del medio ambiente. Within the multiple reforms that the National Constituent Assembly introduced almost three decades ago,the wide catalog of protection mechanisms deserves special attention enshrined in the Constitution, among which we highlight the tutela action, compliance action, popular and group actions. It has been affirmed that education is the State apparatus in charge of ensuring the transmission, propagation and maintenance of its ideology. The academy Legal, as a structure that relays, safeguards the continuity and of this mode guarantees the stability of a country's legal system, it must address the monitoring and study of the development and impact that these mechanisms have had protection of individual and collective rights, as well as their possible modifications. This, precisely, is the approach we have wanted to give to this research, where we look for: • Know the trend regarding the relative effectiveness of the Actions Popular as an instrument of environmental protection in the Santander Department. 2 • Delimit the concept of Popular Action as an instrument of protection enviroment. • Inquire about the application that the judges make of Popular Actions in the sphere of the environment in the Department of Santander. • Inquire about the knowledge that individuals have about the Popular actions as a mechanism for protecting the environment.
