Descripción :	La reforma al Decreto 0283 de 1990 corresponde a un estudio técnico y económico basado en las condiciones que afectan actualmente el mercado de los productos derivados del petróleo y en general a las actividades económicas relacionados con estos que se encuentran bajo la vigilancia y control de las entidades del Gobierno Nacional por las calidades otorgadas por la Constitución Política de Colombia. Igualmente es necesario hacer énfasis en la relación directa que tienen los productos derivados del petróleo con el Plan Nacional de Desarrollo Económico y Social, y la afectación que en general este tiene en la economía del país, así como en los aspectos social y ambiental.
