Descripción :	Se presentan algunas ideas acerca de la relación entre el pensamiento crítico en la teoría y la investigación de la comunicación, y la influencia que ello tiene en los escenarios en que se desenvuelve el tema de las políticas y las legislaciones de comunicación. Se alude al debate respecto al derecho a la Información y la Comunicación. El informe MacBride es revisitado por su vigencia al referirse, entre otros aspectos, al concepto verticalista en la comunicación, la concentración de los medios y a la necesidad de la democratización de todo el proceso comunicativo. Además, se destaca la labor de algunos importantes teóricos, exponentes de un pensamiento crítico latinoamericano que se apartó del funcionalismo dominante hasta entonces en la investigación comunicológica. Se muestra cómo se traslada al presente los debates históricos en torno a las políticas de comunicación. ABSTRACTThe author shares some ideas about the relation between the critic thinking in the communication theory and research, and its influence in the sceneries in which the topic of communication policies and legislations develops. In the first part of the intervention, the professor goes back to the history of debates about the right of Information and Communication, so he can talk about how and why has it emerged, mostly in the American continent, and what some of the trends that can be appreciated in the formulation of contemporary policies and legislation are. The academic reviews the MacBride´s report, to refer to the validity that the document still has, when it refers, between some other issues, to the vertical’s concept in communication, the media concentration and the necessity for democratization in the whole communication process. The author also quotes the labor of some of the important theorists, exponents of a critic Latin-American thinking that apart itself from the formal dominant functionalism in the communication research.
