Descripción :	Esta dissertação discute a avaliação institucional no âmbito do Sistema Nacional de Avaliação da Educação Superior (SINAES), tendo como propósito geral compreender de que forma o processo de avaliação interna interage com os processos de planejamento e gestão em Instituições de Educação Superior (IES). Para alcançar o objetivo geral, foram definidos dois objetivos específicos: analisar aspectos da organização e funcionamento da comissão própria de avaliação (CPA) e sua articulação com os processos de planejamento e gestão da IES; e analisar a resposta das instâncias de planejamento e gestão das IES selecionadas às demandas resultantes da avaliação interna. O campo empírico de investigação é constituído de 18 (dezoito) faculdades particulares de Pernambuco, das quais, no triênio avaliativo 2015 a 2017, 13 (treze) foram recredenciadas como faculdades e 05 (cinco) foram credenciadas como centros universitários. O marco teórico-epistemológico é a perspectiva da avaliação democrática deliberativa proposta por House e Howe, em 2011. O levantamento dos dados foi realizado por meio da análise de documentos das IES selecionadas (plano de desenvolvimento institucional, relatório de autoavaliação, relato institucional) e dos pareceres emitidos pelo Conselho Nacional de Educação (CNE) durante o processo regulatório mencionado acima, e da realização de entrevistas com membros da CPA e dirigentes institucionais. Os achados da investigação sinalizam que há um processo de consolidação da avaliação interna nas IES pesquisadas; porém, nos documentos analisados, não fica evidenciada a evolução institucional a partir das demandas apresentadas pela avaliação interna. Considerando a perspectiva da avaliação democrática deliberativa, as práticas avaliativas descritas em tais documentos apontam fragilidades relativas à inclusão e à representação dos interesses dos grupos envolvidos na avaliação, e à qualidade da participação desses envolvidos, o que fragiliza também o processo de diálogo e deliberação. In the present study, it was discussed the institutional evaluation of the Sistema Nacional de Avaliação da Educação Superior (SINAES). The general proposition is to understand how the process of internal evaluation interacts with the process of planning and management of Superior Institution of Education (IES). To reach the general objective, it was defined two specific main goals: 1) to analyze the aspects of organization and functioning of the internal committee of evaluation (CPA) and its articulation with the process of planning and management of the IES; 2) to analyze the response from the instance of planning and management of the selected IES to the demands of the internal evaluation. The empiric field of this investigation was eighteen particular colleges from Pernambuco, where thirteen were evaluated as college and five were evaluated as University Centers (in the period of 2015 to 2017). The epistemological-theoretical model was based on the perspective of democratic deliberative proposed by House and Howe, in 2011. Data were collected by the analysis of documents of the selected IES (plan of institutional development, self-assessment report and institutional report) and the report published by the National Council of Education (CNE) during the regulatory process mentioned above, and the realization of interviews with the members of CPA and institutional leaders. The findings of the investigation indicate that there is a process of consolidation of internal evaluation in the researched institutions. However, in the analyzed documents, the institutional evolution is not evidenced from the demands presented by the internal evaluation. Considering the perspective of deliberative democratic evaluation, the evaluative practices described in such documents point out weaknesses related to the inclusion and representation of the interests of the groups involved in the evaluation, and related to the quality of participation of those involved, which also weakens the process of dialogue and deliberation.
