Título :	A EMERGÊNCIA DA QUESTÃO SOCIAL NOS PLANOS DIRETORES DA SUDENE (1959-1964) THE EMERGENCY OF SOCIAL ISSUE IN SUDENE'S DIRECTING PLANS (1959-1964)

Descripción :	The aim of this paper is to present how the social issue emerged in the SUDENE repertoire in the years 1959-1964. This advance presented an important innovation in the understanding of underdevelopment and in the proposition of alternatives for the Northeast development by SUDENE. In the 1950s, developmental policies guided their measures to overcome underdevelopment through economic growth, that is, through the establishment of industries. The emergence of the social issue addressed by the SUDENE Second Directing Plan marked an inflection in the developmental policies produced so far. In this sense, we point out that the development of the “human factor”, understood as the expansion of education and training of manpower, has been repositioned, moving from the marginalized position in SUDENE's First Directing Plan to emerging in the second SUDENE Directing Plan. Therefore, the social issue emerged from the guidelines of the SUDENE Second Directing Plan as an alternative to exit underdevelopment and followed some movements that can be verified in the documents produced by this institution during the period 1959-64, allowing them to be divided into three movements: 1) diagnosis and proposition of a Northeast Policy, presented by the document A GTDN's Northeast Development Policy; 2) approval of the First Directing Plan, which produced a development policy based on the infrastructure (energy and transport) and industry sectors; 3) the arm wrestling between Furtado and the SUDENE Deliberative Council for the approval of the Second Directing Plan based on the guidelines for the development of the human factor (education), as a fundamental axis for the development of the Northeast region. O objetivo desse trabalho é apresentar como a questão social emergiu no repertório da SUDENE, nos anos 1959-1964. Esse avanço apresentou uma importante inovação na compreensão do subdesenvolvimento e na proposição de alternativas para o desenvolvimento do Nordeste pela SUDENE. Nos anos 1950, as políticas desenvolvimentistas balizaram as suas medidas para superação do subdesenvolvimento pela via do crescimento econômico, ou seja, através da implantação de indústrias. A emergência da questão social trabalhada pelo Segundo Plano Diretor da SUDENE marcou uma inflexão nas políticas desenvolvimentistas produzidas até aquele momento. Nesse sentido, apontamos que o desenvolvimento do “fator humano”, compreendido como ampliação da educação e treinamento de mão de obra foi reposicionado, transitou da posição marginalizada no Primeiro Plano Diretor da SUDENE para emergente no Segundo Plano Diretor dessa instituição. Portanto, a questão social emergiu nas diretrizes do Segundo Plano Diretor da SUDENE como alternativa para a saída do subdesenvolvimento e obedeceu a alguns movimentos que podem ser verificados nos documentos produzidos por essa instituição, durante o período de 1959-64, permitindo que sejam divididos em três movimentos: 1) diagnóstico e proposição de uma Política para o Nordeste, apresentada pelo documento Uma política de desenvolvimento para o Nordeste, do GTDN; 2) aprovação do Primeiro Plano Diretor, que produziu uma política de desenvolvimento pautada pelos setores de infraestrutura (energia e transportes) e da indústria; 3) a queda de braço entre Furtado e o Conselho Deliberativo da SUDENE pela aprovação do Segundo Plano Diretor balizado pelas diretrizes de desenvolvimento do fator humano (educação), como eixo fundamental para o desenvolvimento da região Nordeste.
