| dc.description | O propósito do artigo é realizar um estudo da participação pública promovida pelo site eDemocracia (http://edemocracia.camara.gov.br/), da Câmara dos Deputados, a partir dos referenciais teóricos de deliberação online. O artigo se desenvolve por meio de uma avaliação descritiva do site e de uma análise do teor dos conteúdos das participações cidadãs. Aos referenciais teóricos e descritivos, alia-se uma análise empírica da Comunidade Legislativa Participativa (CLP) “Política Sobre Drogas”, hospedada no referido site, observando, em alguns termos, os seus aspectos refletidos no relatório final da Comissão Especial sobre o mesmo tema. Como apontamentos da pesquisa, indica-se que o site cumpre, por meio de suas ferramentas, o papel de aproximar os cidadãos do processo legislativo e de formar um espaço público virtual potencialmente deliberativo. Destaca-se também a identificação das características específicas da participação do público em um site governamental, visto que existem outras experiências de participação online criadas e administradas independentemente de alguma ligação com um ente governamental. Essa ligação pode ser positiva com manutenção de um nível argumentativo de debate, mas pode, em contrapartida, afastar outros cidadãos que não se sintam amadurecidos satisfatoriamente para expressar seus pontos de vista. O artigo aponta para uma constatação de oferta de ferramentas de significativo potencial participativo pelo site, mas que, de fato, os usos dessas ferramentas e os níveis de interação entre os participantes ainda são insatisfatórios, com um pequeno número de interagentes para uma proposta de alcance nacional. Dois elementos ainda podem ser indicados como carentes nesses processos de participação online: a necessidade de estruturas político-administrativas mais porosas e realmente abertas à participação; e uma verdadeira gestão do conteúdo apresentado pelos cidadãos para que sintam que sua participação gera uma interferência no campo político. | pt-BR |
| dc.description | The purpose of this article is to conduct a study of the public participation promoted by the eDemocracia (http://edemocracia.camara.gov.br/), a website of the Chamber of Deputies. This study is based on the theoretical references for online deliberation. The article is developed through a descriptive assessment of the site and though an analysis of the content of citizen participation. To the theoretical and descriptive references, there is an empirical analysis of the Participatory Legislative Community (CLP) “Drug Policy”, hosted on the referred site, observing, in some terms, its aspects reflected in the final report of the Special Committee on the same subject. As research notes, it is indicated that the site fulfills, through its tools, the role of bringing citizens closer to the legislative process and forming a potentially deliberative virtual public space. Also noteworthy is the identification of the specific characteristics of public participation on a government website, as there are other online participation experiences created and managed independently of any connection with a government entity. This link may be positive with maintaining an argumentative level of debate, but it may, on the other hand, alienate other citizens who do not feel mature enough to express their views. The article points to a finding of tools that offer significant participatory potential through the site, but that, in fact, the uses of these tools and the levels of interaction between participants are still unsatisfactory, with a small number of interactants for a scope proposal national. Two elements can still be indicated as lacking in these online participation processes: the need for more porous political-administrative structures that are really open to participation; and a true management of the content presented by citizens so that they feel that their participation generates interference in the political field. | en-US |
