Descripción :	El presente artículo aborda la “Asignación Universal por Hijo para la Protección Social” (AUH)desde parámetros internacionales sobre derechos humanos. Analizando el perfil de políticade protección social en que puede inscribirse y los derechos que implica, se reflexiona sobrelos alcances en cuanto a la igualdad sustantiva en materia de garantía de derechos sociales enrelación a sus características específicas de instrumentación.Así, desde el análisis de los avances, limitaciones y tensiones que implica la modalidad condicionalde transferencia de ingreso, se problematizan los desafíos pendientes para lograr unmecanismos de transferencia de ingreso –en concepto de derecho de protección hacia la niñezy adolescencia– que plantee como titulares universales directos a estos, desvinculándose de lacategoría ocupacional de los mayores a cargo.AbstractThis article approaches the “Universal Allowance per Child for Social Protection” (“Asignación Universalpor Hijo para la Protección Social” or A.U.H.) by accounting for the international parametersfound in human rights. By analyzing the political profile of the social protection in which this policycan be understood, together with the rights that it aims to provide, this research seeks to examine theextent to which substantive equality has been reached in relationship to guarantees of social rights andthe specificities of application.Consequentially, this article will problematize this policy’s pending challenges by analyzing the progress,limitations, and tensions implied in this conditional modality of income distribution, which accounts for children and teenagers as universal and directholders of these rights. This entails that the policyappears as detached from the occupational categoryof the adults/tutors in charged of the children.KeywordsSocial rights, policy of social protection,minors, equality.
