Ever since man turned out to be homo economicus and politicus the “good government” has been one of the worries of states and institutions. This thesis looks at on the art of government of the Buenos Aires’ educational system during the 1990-2006. The general aim is to analyze how the discursive and symbolic field is structured and restructured; what sort of old and new strategies are used; what kind of alliances, agreements and exchanges are produced; and finally how the different levels of the state- national, provincial and local- call into question individuals, governmental organizations as well as civil society. In order to achieve this aim, the research focuses on the changes that are directly oriented to the “improvement of efficiency” of different management levels of the educational system which are prescribed in the legislation. These changes make up a legal and symbolic discourse of order: rules, hierarchies, procedures and techniques of power, knowledge and self. These reforms are intertwined with the elements of historical political rationalities as well as those that are born to govern the multiple poverties that turned out to be the object and subject of particular political intervention.
