dc.description	El 22 de mayo de 2014 se promulgó la ley que permite la migración a la televisión digital terrestre en Chile y partir de esa fecha ha comenzado su proceso de implementación. Los objetivos del presente artículo son: explicar la situación de la regulación de la TV chilena antes de esta ley, describir los problemas más importantes que plantea el nuevo cuerpo legal desde el punto de vista de la democratización del sistema televisivo y el modo en que esas falencias se están evidenciando en el proceso de implementación. La metodología incluye el análisis de documentos oficiales y la propia participación de quién suscribe en distintas instancias de representación social, técnica y académica relacionadas con el tema desde 2011 en adelante. Los datos señalan una política pública improvisada que no cumple las promesas de pluralismo, diversidad y democratización del sector con que fue anunciado este cambio tecnológico y cultural.ABSTRACT On 22 May 2014 the law that allows the migration to digital terrestrial television in Chile was enacted and thereafter the implementation process has begun. The aims of this article are: to explain the situation of the regulation of TV in Chile before the law, describe the major challenges of the new legal body from the point of view of democratization of the television system and how these shortcomings are been demonstrated in the implementation process. The methodology includes an analysis of official documents and my own participation in different social, technical and academic public instances related to the theme from 2011 onwards. The findings show a technocratic and improvisated public policy that doesn't fulfill the promises of pluralism, diversity and democratization of the sector which this technological and cultural change was announced.
