| dc.description | Desde la llegada al poder de Donald J. Trump en los Estados Unidos (EE. UU.) se ha dicho que el orden liberal internacional, construido desde la posguerra, se encuentra en crisis. Esta investigación busca problematizar esta creencia, compartida principalmente por quienes defienden la orden liberal internacional, no sólo cuestionando los orígenes y contenidos del orden liberal internacional, sino también interrogándose si realmente la Administración Trump marcó un quiebre con dicho orden. Para ello, se parte de teoría crítica y de geopolítica crítica, entendiendo que lo que llaman algunos autores como orden liberal internacional es realmente la hegemonía global estadounidense. La investigación estudia entonces uno de los componentes de la hegemonía, el factor de las ideas, siguiendo a Robert Cox (2014), mediante el estudio de caso y el análisis crítico de discurso y de contenido. Inicialmente se problematiza los supuestos orígenes del orden liberal internacional, identificando que realmente nace a partir del fin de la Guerra Fría, y se problematizan sus valores y principios institucionalistas liberales, identificando sus omisiones e invisibilizaciones. Posteriormente se ubica ideológicamente a la Administración Trump, para luego, mediante el análisis crítico de discurso, identificar si realmente fue un quiebre o una reconfiguración de la hegemonía global estadounidense. El estudio demuestra que la Administración Trump no sólo no marcó un quiebre con el llamado orden liberal internacional, sino que buscó explícitamente reformarlo, recurriendo a narrativas más coercitivas que aquellas basadas en el consenso. Asimismo, se encuentra que la Administración Trump compartió, defendió e impulsó la piedra angular de la hegemonía global estadounidense: la creencia en la excepcionalidad estadounidense. Por lo tanto, la Administración Trump significó un esfuerzo, si bien burdo y coercitivo, de reconfigurar la hegemonía global estadounidense, no su quiebre. | |
| dc.description | Since Donald J. Trump came to power in the United States (USA), it has been said that the liberal international order, built since the postwar, is in crisis. This research seeks to question this belief, shared primarily by those who defend the liberal international order, not only questioning the origins and content of the liberal international order, but also asking if the Trump Administration really marked a rupture of said order. With this purpose, employing critical theory and critical geopolitics, its understood that what some authors call the liberal international order is really the global hegemony of the USA. This study, then, focuses on one of the components of hegemony, following Robert Cox (2014), through case study and critical discourse and content analysis. First, the origins of the liberal international order are put to question, identifying that it is really built from the end of the Cold War onwards. The liberal institutionalist values and principles are then examined, identifying its omissions and silences. Later, the Trump Administration is situated ideologically, in order to find if it really was a rupture or a reform of the USA global hegemony, through critical discourse analysis. The study demonstrates that the Trump Administration was not only not a rupture with the so called liberal international order, but that it in fact looked to reform it explicitly, using coercive narratives, rather than those based on building consensus. The Trump Administration, it is found, shared, defended and promoted the cornerstone of the USA global hegemony: the belief in the US exceptionality. Hence, the Trump Administration actually was an effort, rather boorish and coercive, to reform the US global hegemony, not its rupture. | |
