| dc.description | The main objective of the work is to know which are the contribution, limitations and gaps of the political and institutional context for the construction of favorable conditions to territorial the economic development in Mexico, during the period included/understood from 1983 to 2006 and, if in effect it appears a change of approach and procedures in the territorial thing. With base in the proposal of the ILPES in the matter of territorial economic development, and from the revision of plans, programs and budgets, we considered that the Mexican society, on everything in phases like the present one, is in conditions difficult to be able collectively to conceive, to construct and to operate a social-territorial project, and is fundamental to surpass this situation. The weak cohesion between the policies but mainly between the institutions and actors in its different levels from government and scopes of action to construct these projects is evident. | en-US |
| dc.description | El principal objetivo del trabajo es conocer cuáles son las contribuciones, limitaciones y vacíos del contexto político e institucional para la construcción de condiciones favorables al desarrollo económico territorial (DET) en México, durante el periodo comprendido entre 1983 y 2006, y si en efecto se presenta un cambio de enfoque y procedimiento en lo territorial. Con base en la propuesta del ILPES en materia de desarrollo económico territorial, y a partir de la revisión de planes, programas y presupuestos, consideramos que la sociedad mexicana, sobre todo en fases como la actual, se encuentra en condiciones difíciles para poder concebir, construir y operar colectivamente un proyecto social-territorial, y resulta fundamental superar esta situación. Es evidente la débil cohesión entre las políticas, pero sobre todo entre las instituciones y actores en sus distintos niveles de gobierno y ámbitos de acción para construir dichos proyectos. | es-ES |
