This article reflects on international migratory movements in Latin America by exploring the challenges confronting its multilateral governance in the context of the contradictions brought about by globalization. The article presents the evolution of these migratory movements in order to show that they are part of the history of nations rather than an "invention" of globalization, emphasizing the tensions between the exercise of sovereignty and, on one hand, market forces and, on the other, the forces of humanitarianism. The article concludes by suggesting the opportunities and challenges that migration may pose for the international system and the possibilities for its governance in the immediate future.
