Descripción:
El artículo analiza los procesos de descentralización política de los países andinos, estos son, Bolivia, Colombia, Ecuador, Perú y Venezuela, a lo largo de las dos últimas décadas. El primer objetivo del estudio es analizar la intensidad y la dirección (local o regional) de los procesos descentralizadores llevados a cabo en los diferentes países. El segundo objetivo del artículo es analizar por qué en algunos de estos países se ha tratado, de manera, más o menos, semejante al nivel local y al nivel regional, mientras que en otros, se ha privilegiado al nivel local frente a las entidades intermedias. El artículo analiza el poder de las regiones y el grado de institucionalización del mismo como posible factor explicativo.
