dc.description	Este trabalho centrou-se na análise do planejamento e gestãourbanos voltados às políticas de habitação popular nacidade de Sorocaba, interior do estado de São Paulo, no período1989 a 2004. Como principal instrumento de avaliaçãodas políticas públicas utilizou-se o Plano Diretor Municipalaprovado em 2003 em comparação às diretrizes do Estatutoda Cidade e da Constituição Federal, que possibilitaram maisautonomia para os governos locais gerirem o crescimentourbano de maneira que os investimentos públicos se baseassemno princípio da função social da cidade e da própria propriedade.O estudo do planejamento urbano restringiu-se àanálise do Plano Diretor em que a avaliação das ações públicasna habitação popular no referido período permitiu elucidara maneira com que a legislação urbana municipal é aplicadano sentido de manter as práticas especulativas.	pt-BR
dc.description	This work is centered in the analysis of the urban planningand management directed to the politics of popular habitationin the Sorocaba city, interior of the state of São Paulo, in periodfrom 1989 to 2004. With main instrument of evaluation of thepublic politics approved Municipal Managing Plan in 2003 incomparison to the lines of direction of the Statute of the Cityand the Federal Constitution was used to give greaterautonomy to local governments to manage the urban growththus the public investments it is based on the principle of thesocial function of the city and the proper property. The studyof the urban planning was restricted to the analysis of theManaging Plan where the evaluation of the public actions onthe popular habitation in the related period allowed to elucidatethe way with that the municipal urban legislation is applied inthe direction to keep the speculative actions.	en-US
