dc.description	This article discusses the elaboration, revision and implementation of the Participatory Master Plan of Beberibe in 2006 by various social segments that exposed the needs of an urban policy capable of promoting a developed and fair city to live in. Our study was based on bibliographic research and documents produced by the multidisciplinary team during the PDP review phases. The research has a qualitative-descriptive approach for bringing data extracted and confronted with the theory cited. The methodology followed was developed by the Ministry of Cities through the City Statute that was applied and guided by Cearah Periferia to the multidisciplinary team of the Beberibe City Hall. At first, a diagnosis of the three climates was carried out: coast, mountains and hinterland. To outline the study and analysis of vulnerabilities and socio-environmental impacts in the municipality. Areas were identified that needed to receive more investment and priority care due to the lack of equipment and urban infrastructure. Finally, as long as we have groups opposing the city equal to all, it will never fulfill its social function of allocating access to land and social goods collectively built to those who really need and justly deserve it.	en-US
dc.description	Esse artigo discute a elaboração, revisão e implementação do Plano Diretor Participativo de Beberibe em 2006 por vários segmentos sociais que expuseram as necessidades de uma política urbana capaz de promover uma cidade desenvolvida e justa para se morar. Nosso estudo se baseou numa pesquisa bibliográfica e nos documentos produzidos pela equipe multidisciplinar durante as fases de revisão do PDP. A pesquisa possui uma abordagem qualitativo-descritiva por trazer dados extraídos e confrontados com a teoria citada. A metodologia seguida foi desenvolvida pelo Ministério das Cidades por meio do Estatuto da Cidade que foi aplicado e orientado pelo Cearah Periferia à equipe multidisciplinar da Prefeitura Municipal de Beberibe. De início foi realizado um diagnóstico dos três climas: litoral, serra e sertão. Para daí traçar a sistemática de estudo e análises das vulnerabilidades e impactos socioambientais do município. Foram identificadas áreas que precisavam receber mais investimentos e cuidados prioritários em razão da falta de equipamentos e infraestrutura urbana. Por fim, enquanto tivermos grupos opositores à cidade igual para todos, jamais cumprirá a sua função social de destinar o acesso a terra e aos bens sociais coletivamente construídos aos que realmente precisam e fazem por merecer justamente.
