dc.description	This paper analyzes educational policies followed by different Spanish governments upon Compulsory Secondary Education. Basic education comprises both Primary Education and Compulsory Secondary Education. The main features of these policies are the presence of two paramount factors: comprehensiveness and attention to diversity. We focus upon the analysis and interpretation of the meaning of the both terms. Once defined and pointing to the debates and controversies around them, we analyse how these two terms of the Compulsory Secondary Education have been addressed by the four general educational laws adopted in Spain from 1990 to the present day. We conclude by pointing the necessity of reaching an educational agreement to avoid the non-stop normative change that occurs whenever a new government rules the country. dc.description	En el presente artículo se analiza la política educativa seguida por los distintos gobiernos españoles en la Educación Secundaria Obligatoria, una política que se ha caracterizado por la presencia de dos elementos primordiales: comprensividad y atención a la diversidad. Tras presentar esta etapa educativa como una de las dos que constituyen la educación básica –junto con la Educación Primaria-, nos hemos centrado en el análisis e interpretación del significado tanto del término comprensividad como del de atención a la diversidad. Acontinuación, se ha presentado el tratamiento que han hecho de estos dos conceptos en la Educación Secundaria Obligatoria las cuatro leyes educativas generales aprobadas en Españadesde 1990 hasta nuestros días. Para terminar, se ha señalado la necesidad de un pacto educativo que ponga fin al constante cambio legislativo que se produce en esta etapa tras lallegada de un nuevo gobierno.
