Neoconservatism and Foreign Policy: a comparative analysis between George W. Bush and Donald Trump's governments

dc.description	The present paper conducts a comparative analysis between George W. Bush and Donald Trump’s foreign policy in order to explain the differences and similarities of their foreign policy doctrine. To accomplish this goal, the study resorts to the state of the art of Foreign Policy Analysis and Foreign Policy Decision Making literature. The present paper argues that the constitution of domestic coalitions and the transformations of the International System satisfactorily explain, in general terms, the conduction a government’s Foreign Policy. George W. Bush’s government, sustained by a cohesive coalition, necessary for the implementation of a Foreign Policy doctrine, is best defined as neconservative in its international conduct. The present paper shows that there is no Trump doctrine. This fact is due to the difficulties that his government has in forming a coalition which would enable the necessary societal mobilization and resource extraction around a well-defined strategy. China’s rise and Russia’s return as main strategic competitors further deepens the country’s establishment dispute, which is divided between the strategies of engagement and restraint.	en-US
dc.description	O presente estudo realiza uma análise comparativa entre a política externa de George W. Bush e de Donald Trump de forma a explicar as diferenças e semelhanças na implementação de uma doutrina de política externa entre ambos. Para tal, recorre-se ao estado da arte em Análise de Política Externa e Tomada de Decisão em Política Externa. Argumenta-se que a constituição de coalizões domésticas e a variação no Sistema Internacional explicam adequadamente a condução geral da política externa por um governo. O governo de George W. Bush, sustentado por uma coalizão coesa, necessária para a materialização de uma doutrina de política externa, é caracterizado pelo neoconservadorismo em sua atuação internacional. No presente estudo, sustenta-se que Donald Trump não possuí uma doutrina de política externa própria. Tal fato deve-se à dificuldade do governo de formar uma coalizão que consiga mobilizar a sociedade e extrair os recursos necessários em torno de uma estratégia bem definida. A ascensão da China e o retorno da Rússia como potências adversárias aprofunda ainda mais a disputa interna do establishment norte-americano dividido entre as estratégias de engagement e restraint.	pt-BR
