dc.description It aims to analyze the tensions caused by the implementation of different political cultures, based on different proposals for National Education Plans (1997). It is based on critical-documental analysis, having as sources the proposals of National Education Plans of the Federal Executive and of the II Coned. It uses the IRAMUTEQ software as an aid tool. The results show that: a) the plans had different proposals for the constitution of a political-educational culture; b) that of the Federal Executive was focused on the recommendations of multilateral organizations and that of the II Coned focused on reducing inequalities; c) both proposals were based on the same diagnosis, with the same sources, mainly documents from multilateral organizations. en-US
dc.description Tiene como objetivo analizar las tensiones generadas por la implementación de diferentes culturas políticas, a partir de diferentes propuestas de Planes Nacionales de Educación (1997). Se basa en el análisis crítico-documental, teniendo como fuentes las propuestas de los Planes Nacionales de Educación del Ejecutivo Federal y del II Coned. Utiliza el software IRAMUTEQ. Los resultados muestran que: a) los planes tuvieron diferentes propuestas para la constitución de una cultura político-educativa; b) la del Ejecutivo Federal se centró en las recomendaciones de los organismos multilaterales y la del II Coned se centró en la reducción de las desigualdades; c) ambas propuestas se basaron en un mismo diagnóstico, con las mismas fuentes, principalmente documentos de organismos multilaterales. es-ES

dc.description Objetiva analisar as tensões pela implementação de culturas políticas distintas, a partir de diferentes propostas de Planos Nacionais de Educação (1997). Fundamenta-se na análise crítico-documental, tendo como fontes as propostas de Planos Nacionais de Educação do Executivo Federal e do II Coned. Utiliza como instrumento de auxílio o software IRAMUTEQ. Os resultados evidenciam que: a) os planos tinham diferentes propostas para a constituição da cultura político-educacional; b) a do Executivo Federal estava voltada para as recomendações dos organismos multilaterais, e a do II Coned tinha como foco a diminuição das desigualdades; c) ambas as propostas partiam de um mesmo diagnóstico, com as mesmas fontes, principalmente os documentos dos organismos multilaterais. pt-BR
