Peru has accumulated more than five years of positive growth rates in the product, a period which has been accompanied by an expansion of credit, mainly for consumption, which is expanding at rates above those of economic growth and might be showing an over-indebtedness in the system. It is this feature of the current economic situation in Peru, together with the experience in 1998 and the current international economic crisis which prompted the current investigation, which has as its main objective the proposal of an alternative methodology for assessing the existence of a credit boom.There are two characteristics that commonly appear in periods of credit booms in emerging economies, that are used to evaluate the existence of a credit boom there: (i) a decrease in the quality of the portfolio of the banking system, in aggregate terms, and (ii) a systematic relationship between credit booms and economic expansions.To evaluate the first of these characteristics we use a model that examines the behavior of the quality of the portfolio of consumer credit, using as a proxy variable the system average consumer credit probability of default (PD for short). The results indicated that the increase in consumer credit is declining the quality of the loan portfolio of the banking system. To analyze the second feature in question, we used a model of regime change (STAR for short), an alternative to the methodology commonly used for this type of analysis, as to assess the existence of two systems of behavior of consumer credit. The results confirm the existence of two systems of behavior of the variation in consumer credit, which depend on the change in GDP. Thus, when there is an average growth over the past twelve months of GDP higher than 5,7%, the behavior of consumer credit changes from one regime to another, intensifying the effect of GDP growth on the growth of consumer credit, given the excitement generated by the first of these over the lenders, encouraging them to expand credit.In this way the results of this research work lead to the conclusion that Peru is actually going through a period of consumer credit boom.El Perú ha acumulado más de cinco años de tasas de crecimiento positivas en el producto, período que ha estado acompañado de una expansión de los créditos, principalmente los de consumo, los cuales se vienen expandiendo a tasas que superan largamente las tasas de crecimiento de la economía y podrían estar evidenciando un sobreendeudamiento en el sistema. Es esta característica de la actual coyuntura económica del Perú, junto con la experiencia vivida en 1998 y la actual crisis económica internacional, lo que motiva la presente investigación, la cual tiene como principal objetivo proponer una metodología alternativa para evaluar la existencia de un boom crediticio.Para evaluar la existencia de un boom crediticio se identifican dos características comunes de los períodos en los que han existido boom crediticios en economías emergentes: (i) disminución en la calidad de la cartera del sistema bancario, en términos agregados; y (ii) relación sistemática entre los booms de crédito y las expansiones económicas.Para evaluar la primera característica se utiliza un modelo que examina el comportamiento de la calidad de la cartera de créditos de consumo, teniendo como variable proxy la probabilidad de incumplimiento (PD, por sus siglas en inglés) promedio del sistema para los créditos de consumo. Los resultados señalan que el incremento en los créditos de consumo está disminuyendo la calidad de la cartera crediticia del sistema bancario. Para analizar la segunda característica en cuestión se utiliza un modelo de cambio de régimen (STAR, por sus siglas en inglés); una metodología alternativa a las comúnmente utilizadas para este tipo de análisis, que permite evaluar la existencia de dos regímenes de comportamiento de los créditos de consumo. Los resultados confirman la existencia de dos regímenes de comportamiento de la variación de los créditos de consumo, los cuales dependen de la variación del PBI. Así, ante un crecimiento promedio del PBI superior a 5,7% en los últimos doce meses, el comportamiento de los créditos de consumo pasa de un régimen a otro, intensificando el efecto del crecimiento del PBI sobre el crecimiento de los créditos de consumo, dado el entusiasmo que genera el primero de estos sobre los prestamistas, lo que los estimula a expandir el otorgamiento de créditos.De esta manera, los resultados del presente trabajo de investigación permiten concluir que actualmente se está atravesando por un período de boom de créditos de consumo.
