Abstract: During the mid-1980s, the rural settlement of Campo Alegre was promoted by the State of Rio de Janeiro as a springboard to land reform. After striking initial results, the ambitious project stalled at both community and state levels. This article attempts to understand why that happened, establishing a dense microregional historic approach from the analysis of the documental sources, specially those written by state agencies. From the community side, we underscore poor articulation with other mass organizations, bad management of common goods, dependence on personalistic leaders and lack of peasant traditions. From the state side, complex issues with previous land deeds, wishful thinking by bureaucrats who saw the occupants under the lights of the rural conflicts prior to the 1964 coup d’état, unclear agrarian policies and co-optation of popular leaders Key-words: Land reform, land regularization, Comissão de Assuntos Fundiários, Catholic Church, communal work groups.Durante meados da década de 1980, o assentamento de Campo Alegre foi promovido pelo Estado do Rio de Janeiro como projeto-piloto de reforma agrária. Apesar de sucessos iniciais, esse projeto ambicioso logo se desarticulou tanto no âmbito comunitário quanto no estatal. Este artigo pretende entender por que não se concretizaram as grandes ambições para Campo Alegre, traçando um histórico microrregional denso a partir do estudo sistemático das fontes documentais existentes, sobretudo as produzidas pelos órgãos burocráticos especializados. Do lado da organização popular, enfatizamos a pouca articulação com outros movimentos sociais, dificuldade de gerir bens coletivos, dependência de lideranças personalistas e falta de tradição agrícola dos assentados. Do lado do Estado, situação fundiária cartorialmente complexa, leitura voluntarista pelos burocratas que equacionava os ocupantes em Campo Alegre aos movimentos de posseiros anteriores ao Golpe de 1964, inconsistência nas políticas públicas agrárias e cooptação de lideranças populares.
