This article aims to show how the social security integration process and its legal impact on Human Rights originate from Public International Law. The contextual framework to develop this work is constituted by the international agreement between the Republic of Colombia and the Kingdom of Spain. The work carries out an analysis as well as a recount of the historical and political reality in which the agreement originated. This analysis and historical documentation allows us to show that the process of political rapprochement is generated with a view to guaranteeing the protection of Human Rights through social security. However, the validity and good disposition of the Colombian State and the Spanish State, it is disconcerting that the process of integration in social security is not very effective among the citizens of both States. Mainly, the effectiveness or efficiency is not observed since the few statistical records allow us to infer that the mechanisms for promoting the agreement have not been accepted as essential in the national political agendas. Thus, in this paper the hypothesis is taken for granted that there are well-founded reasons to attribute the success or failure of attempts at integration into social security in the agreement under study to the rulers of the day. To develop the theme, this work is divided into three chapters. The first gives an account of the social background in Colombia prior to the signing of the agreement. In the second, the normative provisions that were enshrined in the agreement are presented, and in the third, an analysis is made of the results of the application of this agreement from what happened in Colombia. Finally, this work concludes that the integration process encounters administrative and logistical barriers that do not captivate the interest of its citizens to make effective the validation of the weeks of pension contributions. These barriers are presented in the inefficiency of the State officials in charge of carrying out the procedures once the request is filed. All these compelling reasons do not allow us to speak of a protection of Human Rights through social security.El presente artículo pretende mostrar cómo se origina en el Derecho Internacional Público el proceso de integración seguridad social y su impacto jurídico en los Derechos Humanos. El marco contextual para desarrollar este trabajo lo constituye el convenio internacional entre la República de Colombia y el Reino de España. El trabajo realiza un análisis, así como un recuento de la realidad histórica y política en el que se originó el convenio. Este análisis y documentación histórica permite mostrar que el proceso de acercamiento político se genera con miras a garantizar la protección de los Derechos Humanos a través de la seguridad social. No obstante, la vigencia y buena disposición del Estado colombiano y del Estado español, resulta desconcertante que el proceso de integración en seguridad social no sea muy efectivo para los ciudadanos de ambos Estados. Principalmente, la efectividad o eficacia no se observa, ya que los escasos registros estadísticos permiten inferir que los mecanismos de promoción del convenio no han sido acogidos como de primera necesidad en las agendas políticas nacionales. Así, el presente trabajo da por sentada la hipótesis de que existen razones fundadas para atribuir a los gobernantes de turno el éxito o fracaso de los intentos de integración en seguridad social en el convenio. Para el desarrollo del tema, este trabajo se encuentra dividido en tres capítulos. El primero da cuenta de cuáles fueron los antecedentes sociales en Colombia previos a la suscripción del convenio. En el segundo, se presentan las disposiciones normativas que se consagraron en el convenio y, en el tercero, se realiza un análisis de los resultados de aplicación de este convenio desde lo acontecido en Colombia. Finalmente, este trabajo concluye con que el proceso de integración encuentra barreras administrativas y logísticas que no cautivan el interés de sus ciudadanos para hacer efectivo la convalidación de las semanas de cotización pensional. Estas barreras se presentan en la poca eficiencia de los funcionarios del Estado encargados de adelantar los trámites una vez se interpone la solicitud. Todas estas imperiosas razones no permiten hablar de una protección de los Derechos Humanos a través de la seguridad social.
