The question that this research article resolves is what are the semantic limits of the concepts of public function, administrative function and public service with respect to the application of the constitutional principle of solidarity? The provision of public services by the State is carried out, mainly, through the administration function and the public function. For this reason, these three concepts are closely linked to the point that one cannot exist without the other, especially within the framework of the Social State of Law in which States have a greater responsibility towards citizens regarding to the safeguarding and protection of social, economic and cultural rights. Both the administrative function, the public function and the provision of public services must materialize the principle of solidarity in accordance with Article 95 of the Political Constitution of Colombia, which in turn aims to materialize the principles of equity and social equality.La pregunta que resuelve este artículo de investigación es ¿cuáles son los límites semánticos de los conceptos de función pública, función administrativa y servicio público respecto a la aplicación del principio constitucional de la solidaridad? La prestación de servicios públicos por parte del Estado se realiza, principalmente, a través de la función administración y la función pública. Por esta razón, estos tres conceptos están íntimamente ligados hasta el punto de que no puede existir el uno sin el otro, sobre todo en el marco del Estado Social de Derecho en el cual los Estados tienen una mayor responsabilidad con los ciudadanos en lo que respecta a la salvaguarda y protección de derechos sociales, económicos y culturales. Tanto la función administrativa, como la función pública y la prestación de los servicios públicos deben materializar el principio de la solidaridad de acuerdo con el Artículo 95 de la Constitución Política de Colombia que pretende materializar a su vez los principios de equidad e igualdad social.
