dc.description	Traditionally, the social justice (equity) has not been a focal point in the economy; In spite of this, his principal worry has been the problem of the efficiency. The majority of the regulative systems propose themselves in general aims related to the efficiency in the assignment (equal price to the marginal cost) and the coverage of costs (financial sufficiency) over the criteria of equity. The efficiency like criteria of price fixing finds great acceptance, while the equity surrenders to debates and discussions. In general terms, the economic efficiency is related to two fundamental concepts: the Pareto¿s ideal one and the marginal cost. An assignment is efficient, in Pareto¿s sense, when it is not possible to re-assign the existing resources in such a way that someone improves some without other one worsens. Because the rules of efficiency allow to characterize the ideal situations, exists an infinite quantity of ideal possible, and the election between these situations, equally "efficient", it is possible only from considerations of equity. Pareto separates in a forceful way the criteria of efficiency from those of equity. This criteria raises a dilemma between efficiency and equity. In general, to increase the equity, it must sacrifice a certain quantity of efficiency. But the aim of the efficiency it is quite not even the only one, the distribution of the well-being also is fundamental. One of the forms of analyzing the concept of equity is from the perspective of the beginning of benefit and of capacity of payment.	en
dc.description	Tradicionalmente, la justicia social (equidad) no ha sido un punto focal en la economía; en su defecto, su principal preocupación ha sido el problema de la eficiencia. La mayoría de los sistemas regulatorios se proponen por lo general objetivos relacionados con la eficiencia en la asignación (precio igual al costo marginal) y el cubrimiento de costos (suficiencia financiera) por encima del criterio de equidad. La eficiencia como criterio de fijación de precios encuentra gran aceptación, en tanto que la equidad se somete a debates y discusiones.En términos generales, la eficiencia económica está relacionada con dos conceptos fundamentales: el óptimo de Pareto y el costo marginal. Una asignación es eficiente, en sentido de Pareto, cuando no es posible reasignar los recursos existentes de tal forma que alguno (algunos) mejore(n) sin que otro (otros) empeore(n). Como las reglas de eficiencia permiten caracterizar las situaciones óptimas, existe una cantidad infinita de óptimos posibles, y la elección entre estas situaciones, igualmente “eficientes”, es posible únicamente a partir de consideraciones de equidad. Pareto separa de manera contundente los criterios de eficiencia de los de equidad. Este criterio plantea una disyuntiva entre eficiencia y equidad. En general, para aumentar la equidad, debe sacrificarse una cierta cantidad de eficiencia. Pero el objetivo de la eficiencia no lo es todo ni el único, la distribución del bienestar también es fundamental.	es
