Este estudio analiza el carácter híbrido del régimen político peruano bajo el Gobierno de Dina Boluarte (2022-2023) a través del análisis comparativo de cinco mediciones internacionales sobre calidad democrática: Democracy Index, Democracy Report, Pulso de la democracia, Latinobarómetro y El estado de la democracia. Mediante un enfoque mixto que combina análisis cuantitativo de índices y subíndices con interpretación cualitativa de eventos políticos significativos, la investigación examina la oscilación del régimen entre prácticas autoritarias y un presidencialismo parlamentarizado. Los resultados revelan que si bien el régimen clasifica como híbrido según los promedios globales, las mediciones parciales evidencian una degradación significativa en cultura política, participación ciudadana y componentes deliberativos con tendencias firmes hacia el autoritarismo. Se concluye que el caso peruano representa un ejemplo singular de degradación democrática, donde el debilitamiento del Ejecutivo frente al Legislativo ha resultado en un deterioro sostenido de las garantías democráticas fundamentales.This study examines the hybrid nature of Peru’s political regime under the government of Dina Boluarte (2022–2023) through a comparative analysis of five international measurements of democratic quality: Democracy Index, Democracy Report, Pulse of Democracy, Latinobarómetro, and State of Democracy. By employing a mixed approach that combines the quantitative analysis of indexes and subindexes with the qualitative interpretation of significant political events, the research explores the regime's oscillation between authoritarian practices and parliamentarized presidentialism. The findings reveal that, while the regime is classified as hybrid according to global averages, partial measurements show a significant deterioration in political culture, citizen participation, and deliberative components, with a strong tendency toward authoritarianism. The study concludes that the Peruvian case represents a unique example of democratic degradation where the weakening of the Executive opposing the Legislative has resulted in a sustained deterioration of the fundamental democratic guarantees.
