En este artículo se analiza la institución más relevante de política cultural en México abocada al fomento de la creación artística, el Fondo Nacional para la Cultura y las Artes (FONCA). Esta institución cumple 35 años de existencia y es uno de los principales encargados del apoyo económico a los artistas y creadores, también es fuerte contribuyente al sostenimiento económico de esta población. Además, su presencia es tal que ha sido modelo para el diseño de otros fondos a nivel latinoamericano. Este trabajo plantea que la prolongada existencia de esta institución se debe más a su capacidad de generar legitimidad al régimen político que en su eficiencia para resolver los problemas verdaderamente apremiantes del sector cultural, especialmente la forma de vida de los artistas y creadores. Se sostiene que la génesis del FONCA se sitúa en un momento de la vida gubernamental en México donde imperaba una política económica de corte neoliberal; sin embargo, a pesar de que el país ha transitado a un Gobierno de izquierda y progresista que explícitamente busca desmantelar el modelo neoliberal, el principio legal y la lógica organizativa del FONCA ha imposibilitado este propósito por las razones que aquí se exponen.This article analyzes the most relevant cultural policy institution in Mexico dedicated to promoting artistic creation, the National Fund for Culture and the Arts (FONCA). This institution celebrates 35 years of existence and is one of the main entities responsible for economic support to artists and creators, also being a strong contributor to the economic sustenance of this population. Furthermore, its presence is such that it has served as a model for the design of other funds at the Latin American level. This work argues that the prolonged existence of this institution is due more to its capacity to generate legitimacy for the political regime than to its efficiency in resolving the truly pressing problems of the cultural sector, especially the living conditions of artists and creators. It is maintained that FONCA's genesis is situated at a moment in Mexican governmental life where a neoliberal economic policy prevailed; however, despite the country having transitioned to a leftist and progressive government that explicitly seeks to dismantle the neoliberal model, the legal principle and organizational logic of FONCA has made this purpose impossible for the reasons exposed herein.
