dc.description	After the 1990s and with the return to democracy at the beginning of the new century, a series of attempts to reform the state were carried out in Peru. The justice system was no exception, since over the last twenty years diagnoses, reform proposals, and regulatory modifications were drawn up none of which unfortunately fulfilled the promise of transforming the system. At the gates of the Bicentennial and with a new reform project started in mid-2018, it is necessary to carry out a recount and balance of these twenty years of reform attempts, testing some of the possible reasons why these failed, were not implemented, or were sidelined in the public debate. In this article we prepare this account and balance, incorporating a conceptual framework necessary for thinking about corruption in our justice system.	en
dc.description	Luego de la década de los noventa y con el retorno a la democracia a inicios del nuevo siglo, en el Perú se llevaron a cabo un conjunto de intentos de reforma del Estado. El sistema de justicia no fue la excepción, ya que a lo largo de los últimos veinte años se elaboraron diagnósticos, propuestas de reforma y modificaciones normativas, que lamentablemente no lograron cumplir la promesa de transformación del sistema. A puertas del bicentenario, y con un nuevo proyecto de reforma iniciado a mediados del 2018, es necesario llevar a cabo un recuento y balance de estos veinte años de intentos de reforma, ensayando algunas de las posibles razones por las que estos fracasaron, no se implementaron o fueron dejados de lado en el debate público. En el presente artículo se elabora este recuento y balance, incorporando un marco conceptual necesario para pensar la corrupción en nuestro sistema de justicia.	es
