This paper deals with the construction of a new institutionality in our country during the kirchnerism and the tension built between the already established and the normative aspects, defined by a large body of legislation.Este trabajo problematiza la construcción de una nueva institucionalidad, que se cimienta en nuestro país durante el ciclo de gobierno kirchnerista (2003- 2015) en la tensión que se genera entre lo normativo definido por un profuso corpus legislativo y la normalidad de lo instituido.
