Las relaciones internacionales actuales, todas, están y estarán marcadas en lo inmediato y al menos en el corto y mediano plazos por la pugna entre el unilateralismo del autodenominado “occidente” y el multilatera-lismo proclamado por los “países emergentes”. Ya Fidel Castro, en el Informe a la VII Cumbre de los Países No Alineados, celebrada en 1983, había demostrado que el mundo atravesaba una de las peores crisis económicas de su historia y que esta era originada por las principales potencias capitalistas y la unipolaridad, que la crisis afectaba con brutal severidad a los países subdesarrollados y que ello requería el establecimiento de un “Nuevo Orden Económico Internacional”. La historia demostró la certeza de la aseveración de Fidel y, aunque el NOEI no pudo entonces ser, quedó como constancia de que el orden internacional no podía ser cambiado en los marcos del mismo sistema que había diseñado los métodos y técnicas destinados a perpetuarlo. La agudización de las contradicciones del sistema de dominación “Occidental” hizo posible y necesaria la aparición de bloques de países que, en su desarrollo, proclamarían la necesidad de un “nuevo” orden que necesariamente deberá imponerse para salvar a la humanidad.
