dc.description	Due to the COVID-19 pandemic, international leaders through the administration acted in an atypical way due to the health emergency. Thanks to this situation, the contracting of a public health emergency was created in Colombia and Spain, with the aim of recovering the growth of the economy and containing the spread of the virus. Consequently, the regulation of the normative figure of the advance payment in Spain in the contracts entered into by public institutions were affected, , while in Colombia it was not changed, that is why this article was made by means of the qualitative-descriptive method, in which the substantial changes that the regulations suffered were identified, when generating these emergency contracts and how exceptions were established by the governments themselves as a result of the application of new legal regulations. Therefore, we intend to respond to the next question ¿What were the most important changes derived from the pandemic on the advance in Colombia and Spain and its relationship with corruption? According to the analysis carried out, cases of corruption in public contracting and advances are considered, it was determined that the mismanagement of the figure has triggered several relevant events where this phenomenon occurs, however it is not the absolute generator of the problem. Regarding the comparison, between the countries, it is identified that Colombia uses the advance with the highest proportion, contrary to what was established in Spain, even before the pandemic.	en-US
dc.description	Debido a la pandemia del COVID-19 los mandatarios a nivel internacional a través de la administración actuaron de una manera atípica debido a la emergencia sanitaria. Gracias a esta situación, se gestó la contratación de emergencia sanitaria pública en Colombia y España, con el objetivo de recuperar la economía y contener el contagio del virus. En consecuencia, se afectó la reglamentación de la figura normativa del anticipo en España en los contratos celebrados por las instituciones públicas, mientras que en Colombia no se alteró,  es por esto que, el presente artículo se realizó por medio del método cualitativo-descriptivo, en el cual se identificaron los cambios sustanciales que sufrieron las normativas, al generar estas contrataciones de emergencia y como establecieron excepciones por los mismos gobiernos como resultado de la aplicación de nuevas normas jurídicas. Por ende, pretendemos dar respuesta a la siguiente pregunta ¿Cuáles fueron los cambios normativos más importantes derivados de la pandemia sobre el anticipo en Colombia y España y su relación con la corrupción? . De acuerdo con el análisis realizado, se toman en cuenta casos de corrupción de la contratación pública y los anticipos, se determinó que el mal manejo de la figura ha desencadenado, varios hechos relevantes donde se produce este fenómeno, sin embargo, no es el generador absoluto de la problemática. En cuanto al comparativo entre los países, se identifica que Colombia utiliza el anticipo con mayor proporción, contrario sensu a lo establecido en España, incluso antes de la pandemia.	es-ES
