The aim of this article is to understand the process of constructing the economic value of water based on the analysis of the studies for charging for water use in agriculture carried out by the Lower Tietê Basin Committee (SP). This new vision is counterpointed by the historical practices and socio-cultural relations with water of the farmers of the Reunidas settlement in Promissão - SP. The research allowed us to verify that the regulation of water is viewed in a bad light by the settlers. These elements are expressed by verbalizing that this charge is unfair and would not solve the problem of water scarcity.O objetivo do presente artigo é compreender o processo de construção do valor econômico da água a partir da análise dos estudos para a cobrança do uso da água na agricultura realizado pelo Comitê de bacia Baixo-Tietê (SP). Tomamos como contraponto dessa nova visão as práticas e as relações sócio culturais históricas com a água dos agricultores do assentamento Reunidas em Promissão – SP. A pesquisa permitiu verificar que a regulação da água é vista com maus olhos pelos assentados. Esses elementos são expressados com a verbalização de que essa cobrança é injusta e não resolveria o problema de escassez hídrica.
